one core for my mouse

when using my computer everything is usaly fine at first, but after a while i start geting chips in performance/sounds, and am a bit of monitoring freek so i hawe secondary monitor whit monotoring tools up on, and i can se how of my 4core 8 thread cpu 1 of the threads going 100% when moving mouse fast while all the other cores just goes from 0% to ~20%.

iv tried searching for a solution but cant find an solution for this problem plz help
