Cpu usage problems

My cpu usage is very high even when not having any programs on can somone pls help me

Need more information. Whats the CPU? I'm guessing windows? Try using Task Manager to see whats using CPU resources, could be back ground processes or a virus.

I have a intel i5 4690k and i have water cooling im running windows 10 and when i opet task manager it shows things like this http://prntscr.com/jwwsda

That is pretty high for what's being shown, might be a virus, best to download some anti virus scanner and see if there is anything in your PC that's infected.
