pc not booting

The motherboard RGB is working, so is the usb connector but the fans arent working and nor is it booting.

How many fans do you have and how much fan headers do you have on your motherboard? You need to make sure they're all connected to appropriate fan headers.

How can you tell that the USB is working if it won't boot?  What is the system specs?

Check for bent pins in your CPU Socket. Additionally, I would recommend working your way back and taking the GPU out, trying to boot. If it still doesn't boot, start removing ram stick by stick and trying to boot. It's a pain in the but to do, but it is a good way of finding the issue

does it beep? once? weird morse-like code? if once then that is good. if not then give us what the code sounds like (example: short beep, long beep, pause, short beep) and your motherboard info.

also check fan connections.
