i3 8100 with that budget best 4 cores i think. 

well socket 1151 is not 100% compatible all cpus , witch gen? z170 z270? z370? 6/7th gen doesnt matter but 8th gen you need a new mobo and i3 8 gen has 4 cores

i5-6400 is the cheapest quad-core on this platform and it starts at 170$ for an OEM version without a boxed cooler...

i7-7700 is what i would recommend.

I would heavily recommend the Intel i3 8300 (or even the 8350k if you wanted to throw an extra 18 on your budget). I helped a friend build a budget system using this and it works very well. I'd say just as good as the i5's of the previous generations. It is quad core running at 3.6 - 3.7 GHz. My friend has this paired with a GTX 1060 and hasn't run into anything he can't run. He mostly plays Pubg, Rocket League, Fortnite, and those sorts of games.

is it just me or Socket 1151 also mean 100 series and 200 series as well which only support skylake and stuff...so why recommend a coffee lake cpu?!

i5-6400/7400 or i7-6700/7700 are your best options.
