GPU, CPU usage drops result in stuttering

I should start this thread saying that, so far, this ONLY happens in Forza Horizon 3.

 

I've got this weird problem; I start playing FH3 and everything is fine, but after around 15min-30min (if I play with spotify app, it starts sooner), I start getting stuttering. I've found out that every time there is a stutter, my CPU and GPU usage drops. 

 

Specs:

I5 6500

EVGA GeForce GTX 1060 Gaming 6GB GDDR5

Gigabyte GA-H110M-S2H

Seasonic S12II 620W 80 Plus Bronze

Corsair Vengeance LPX DDR4 2400 PC4-19200 8GB CL16

Use HWinfo instead, I suspect overheating but Windows Task Manager doesnt show that.

Thought about it. Checked GPU and CPU temperatures while playing and both were normal. CPU temperatures about 50C, GPU around 70C (And 70C is really low for my GPU, which usually gets to 80C in demanding games)

Close background apps you dont need at the time? there's no settings that can reduce FH3 (or any game)'s RAM usage.

I would but there isnt that much to close. Only thing I can think about is spotify, but those pics were taken when spotify was closed. This is really weird, I used to be able to play without stuttering like a year ago. Downloaded FH3 yesterday and now I cant play more than 30min. I have tried to reinstall but it didnt work

Probably updates causing it to be more RAM hungry.

the tab on the very left of Task Manager can show apps in decending order of RAM usage. Check that.

Yeah I usually check for that in case something is consuming my RAM, however no process seems to use more than 100MB of RAM when playing, its usually just the game using a lot
