what graphics card do you have? 

"Make it future proof for some years at least, don't buy "only slightly better" stuff that gets outdated 1 year, that's throwing money away" @pipoawas

 

-Frequencies DON'T represent everything and in many cases that is true (referring to Individual CPU Clocks).

What does taskmanager call the CPU?

 

No need for extra RAM

 

What storage? Is it a HDD or SSD?

Lower the graphics or the resolution to 720p or 900p. On ultra setting you shouldnt expect more than 60fps With a 960.

 

You might experience some stuttering due to the game loading in from an HDD that also works as the boot-drive. Try getting a secondary HDD for all your games. Maybe a WD blue 1TB drive. They are relativly cheap.

 

Is the PC you are using a pre-built?

I wonder if that HDD is a 5400 RPM given it's likely either pre built or small form factor given the very low-TDP CPU made for AIOs and the like.  Maybe the cooling sucks?

 

I put them at low but it till lags. But on Rainbow Six I have them at high settings and runs just fine

Have you updated your graphics drivers to the very latest from NVIDIA?
