USB not working

I bought an asus rampage III extreme form a guy it all works great but none of the usb ports work motherboard came with no drivers so I think I'm missing one but the only thing I can find on the asus webiste is updated bios which is installed and when I plug my keyboard (razer blackwidow ultimate) it doesn't light up and says usb not recognized my mouse light up a bit and does the same not recognized no usb sticks work it won't read those either I'm pulling my hair out because I can't figure this out

i7 980x

6gb of corsair dominator

radeon hd 5970 (going to be upgraded to 1050ti or Radeon RX 560 - 1024 if I can figure this out)

1tb western digital 

windows 8.1 (going to 10 if I can figure this out)

Do the mouse and keyboard light up when you try to access the BIOS? Can you enter the BIOS at all? If not, did you try a CMOS reset? If all of this fails, either your peripherals are faulty (unlikely) or you've got a bad board with busted USB ports. A board like this would usually cost $150-200 2nd hand, so if you paid a lot less, you basically have your answer.

I'm going to try to reset cmos but I have never plugged them in while in the bios I've had to use a ps/2 keyboard to get it
