Windows 7 - Can't (at all) change owner of a file

So my problem started when I was bored one day and decided to see about removing the annoying windows 7 activation tool that I've been "ignoring" (when really I don't actually have a product key and can't afford to just go out and buy one), so i go install some random WAT remover or whatever and surprise, it's full of nothing but adware and junk. I've managed to delete everything except 2 files in my appdata/local files, which have permissions set so that not even as an administrator can see or change the owner, or any of the security options. I've tried deleting it in safe mode and through command prompt, but it just keeps giving me "access denied". The only thing I haven't done is start in ubuntu and "sudo rm -rf"-ing myself to victory. Any suggestions?

Thanks, I may consider that if I ever need to do this again (just figured out why I was having such a hard time booting puppy linux from a USB)
