What is happening with the clock speed?

That's just GPU boost doing its job, make sure you're on the latest drivers, and as long as its staying past 1500 it technically doesn't have to go any higher. 

 

Your temps are also quite high, I wouldn't recommend overclocking, it probably dropped to ~900 to lower the temps a bit.

gpu,s have throttling/boost apps in drivers hence issue (not issue)

Keep Windows focus on Kombustor, that is click on the top bar of Kombustor, then dont touch anything.

I haven't overclocked my gpu. This has never happened before i was playing my games with no problem but suddenly this happened.

then it's power throttling. Furmark (Kombustor is based on Furmark) kills cards, that's why drivers actively downclock to prevent this when they detect Furmark-type apps.

Yeah, but this happens on games too. the clock speed goes crazy up and down and i cant play whatsoever because the game lags.

that's another problem that you should not try to fix/replicate with Kombustor or Furmark. They just worsen the damage, if there is any.

 

Try downupgrade the driver.

Any other graphics card, even integrated graphics in the CPU, to test without the 1060?

I have i5 8400. But what is your point? I am seeing in real time that when i am in a game the clock speed goes crazy and it doesnt stay steady so that is the cause of the fps problem. I still haven't figured out how to fix it.

My point is to make sure it's not something else causing the problem. A horribly slow HDD (near its death) can also cause stuttering because it isnt feeding enough data to the rest of the PC.

 

If replacing the 1060 with something else sloves the problem (stops stuttering, albeit low frame rates), then RMA the card. Could be something wrong with the hardware triggering safety protection, say VRMs overheating.

I am using an SSD. And sadly i dont have another graphics card to test it on my rig..

Use the GPU on your CPU, unplug the GPU and plug you monitor into the motherboard, then retry furmark.
