So I want to reinstall Windows but my laptop doesn't boot from CD ROM, I make first boot device CD ROM but it just keeps loading from HDD. Any ideas why?

I can't turn on PC cuz of blue screen.

 

PS I don't know if the CD ROM even works but it spins when I put a CD in it

Change the boot setting to CSM/Legacy in the BIOS.

Are you sure the CD is bootable?  Also, make sure that the boot order didn't get reset after you changed it to CSM.

Original win 7 CD and it didn't change.

Disconnect your hard drive and see what happens.  Obviously you won't be able to install with it disconnected, but it will let you know if booting is possible.

I have to disassemble all laptop to get to the HDD -_- , any other option? Maybe USB boot? Is it hard to make USB flash bootable?

It's incredibly easy actually.  Burn the ISO to a flash drive with this: https://rufus.akeo.ie/

Switch your boot method back to what it was before (I assume UEFI), and when you're burning the ISO with Rufus, set the partition scheme to GPT.
