Full build specs please, i5 can be anywhere from an outdated dual core CPU to a modern fast hexa core CPU. You also need a lot more than just a CPU to know how well the system will handle streaming

 

Also, tell us how you stream, i.e. apps used.

And the bitrate hou stream at and the viewers internet connection.

Its less about system, its more about your upload speed and bitrate you are using, are you Twitch partner (idk how it goes with YT) and what that viewers download connection is like.

 

When you upload at certain bitrate, lets say 5000kbps, viewer needs to have at least 5mb download to view it smoothly.

I use streamlabs obs n my bitrate is at 5000 and when my wife viewed me on her phone on wifi she said it was smooth and I multi stream on twitch and mixer at the same time so is the problem me or no

Honestly I stream at 2800-3200 kbps, and it looks fine, but it allows people with only a 4G connection to watch. Just stream 1080p 30fps.

if others can watch it just fine and its only 1 viewer, then its either the device they are watching it on, or their connection. Not you or twitch, but the end user. No issue here form the sounds of it.

that's what I was thinking because my wife has a s8+ n she said it was fluid so idk if I have to lower my bitrate settings or jus leave it as is because I have the same phone but mine I have problems watching other ppl but I think its only my phone

Ahh okay, You seem to be having a bandwidth issue on the viewer end, I limit my bandwidth to ensure that even 4G viewer can watch my streams. You need to limit your upload to 3500 or less. 

 

You can either stream at 1080p 30fps or 720p 60fps. I prefer the higher resolution over the higher frame-rate.

well I'm replying with my phone at the moment but when I get home I have my specs all written out on my stream I'll retrieve it from there n send it in like 30 minutes I'm at work right now

I personally hate iPhones as they have bad wifi connectivity usually. If you stream at 720/60 you can put your bitrate at 3000 and be perfectly fine. Try doing that and see if it helps. Also some data networks throttle speeds for things like that so that could be happening to that user as well if they are on a mobile network rather than wifi.

so if I lower my bitrate I'll be able to have everyone to watch with no problems

that is fully capable of streaming, hardware is not a problem.
