Weird Quick Freezes/Stutters

I am getting High fps on all games but, I have recently been experiencing small stutters/freezes that happen for about 1 second while playing games. It occurs on all games. My temps are normal/cool. And I recently reset windows and they are still occurring. If anyone could please help me it would be appreciated.I keep all my games on an ssd btw.

MY PC:

GPU: Gtx 1070

CPU i7 7700k

Motherboard: Asrock Z270 extreme 4

PSU: EVGA 650w Gold certified

Memory: 16gb Gskill DDR4 3200mhz (2x8) sticks

Storage: 1 tb HDD 7200rpm---    250gb Samsung 850 evo SSD

Have you checked the health of the hard drive where the games are stored?

Does this occur with online games, or offline ones as well?

Occurs with online and offline games and I've tried my had and sad and I still get the drops
