i don't remember ever seeing a VGA connector on a GT 1030 before(or any pascal card), probably just a scam.

I think they are bios flashed or some tomfoolery making them read as if they are something they are not but clearly dont have the same hardware. LTT did a video on buying some (sorta sketchy) video cards off of aliexpress which turned out very well, not sure if that would be an option for you, but i also agree with @sergifq in just playing it safe and buying from a more reputable source for a bit more.
