So you wanna know what frequency to go with? If that's the case, then use any one as it wont affect much in Intel systems, the frequency matters mostly with AMD Zen CPUs

8400 of course. Fast memory wont compensate for having 2 more cores, in both Ryzen and Coffee Lake platforms.

Z series gives the option of a 8700k later on should you need it, depends on cost difference

it's a COMPLETE waste of money to buy a Z board with a locked CPU, it's also a waste of money to buy a locked CPU to sell it later and buy a unlocked one, just flushing money down the drain, save up till you have enough money to do it right. Even if that means going weeks or months with only the iGPU till you have the money for the good GPU, also don't overpay for useless RAM, especially at the still very insane pricing it's at, if going 8th gen intel just get a single 8 GB stick for now and get a second on a year from now when prices settle down, speed wise, Intel doesn't see much of a gain from faster RAM but the performance gain relative to price is pretty pointless above like 2666 to 3000Mhz RAM anything more then that is really a waste and even 3,000 is questionable.
