Can the Bit Fenix portal fit in a trolley, so I can take it with me inside the plane during the travel?

depends on the airline you want to fly with it won't fit in a Ryanair plane for example but KLM will allow it you just need to know the maximum dimensions of the trolly you can fly with on that airline 

ask me about your system builds, AIO's, CPU's, PSU's, and GPU's.

You'll have to check with what the airline allows in terms of weight and dimensions (it depends on the airline), and the dimensions of the case.

Idon't want it in the cargo, I want it with me inside in a trolley, like i usually do with my laptop

sry if my English is bad but I don't mean in the bags to go in the cargo hold, each airline will have an maximum size of the baggage you can carry on you in the plane

So that basically means, this bitphoenix cannot fit in a regular trolley

Buy a case with actual airflow man

Also you could just go for an Elite 110 and a Ryzen APU build?

It's basically the smallest form factor you can get from ITX and ATX....

Otherwise go for one of these cases then, comes with PSUs that are enough for the APU at 150W, just get fast memory, 3200mhz minimum

A bit better, but are you sure you don't just want a laptop with an i5/i7 + GTX 1050, or a Ryzen 5 2500U laptop? Because that's probably better if you're traveling a lot.

I don't travel a lot, actually, I wanted to build a small form factor PC for Computer aided design and 4k video editing mostly, It's my last year here in Paris, and I won't have another opprtunity to build a pc before a long time.

Why don't you just buy everything but a PC case then? And just buy a case when you get back to wherever?
