So, I've been having this problem with GTA V, where my frame rates are relatively bad (40-60fps unstable + FPS tanking) for the hardware I am using (system specs below). While adjusting settings and what have you to try and improve frame rates, I noticed that my GPU Usage was hovering on average around 50% and no where near 100% while CPU remains below 40%, quick google search around and I could not find much of anything to help alleviate the problem. I have fully uninstalled drivers and reinstalled them (Crimson 18.5.1), default overclock provided by the motherboard to 3.5GHz on CPU. This initially fixed the issue for a few minutes where the GPU was at 95% usage before dropping back down to 50% after about 10 minutes (stable 90+FPS). Using AMD wattman, my GPU never went above 72°c. And the CPU using CPUID CPU Z never went above 76°C. I honestly don't know what the issue is, and it really bothers me in this game especially that the FPS is extremely unstable and all over the place. I'm up for various solutions to solve this problem. Current game settings are also listed at the bottom. If any other information is needed to help solve my issue, Ill gladly provide it.

this actually is a true thing...i play Phantasy Star Online Blue Burst for pc, its like 17 years old so any pc can run it practically. After a windows update though, in certain rooms with lots of mobs i was choked down under 15fps. I re-installed windows, it was the only fix i could find at that time.

You can uninstall a Windows update which can solve issues without reinstalling the whole system

Here's something I found, I think it has nothing to do with CPU/GPU but with the RAM. when I use 3 sticks of ram i get like 45-40 fps, But if i took 1 stick out game runs smoothly with no FPS drop and 90+ GPU usage, I also found a Youtube video where it shows Disabling XMP feature from the bios solved the issue
