I need a CPU that supports both ddr3 and ddr4, anything under 130$ is best (w/ cooler), I don't care whether its amd or intel, as long as it has 4 cores. I need the ddr3 support because I want to use my 4x 2gb sticks... 

 

I also need a motherboard that supports ddr3 and has 4 dimm slots. (micro atx or smaller) (needs 4 ddr3 slots)

 

(I AM GUNNA BE PAIRING THE CPU WITH A GTX 1050TI/1060 3GB in the future)

Doesn't exist, they run on different voltage and have different slot layouts

 

The Skylake B150s only support DDR3L, not DDR3.

It's probably better to get some sticks of ddr4 ram and get a mobo that supports ddr4 and has an am4 socket and then get a one of the Ryzen's with the integrated graphics if you don't have a graphics card.

All of the boards i am aware of that had dual support for both ddr4 and ddr3 are only 2 slots for each type of memory.

You can find cheap Dell Optiplex prebuilts with i5 2500's or i5 3470's which are ready to run, but only have 4 GB of ram, so your ram should be supported. Then, buy a graphics card like a 750ti without a power connector, and you have a half decent computer.
