The cooler fits but needs the AM4 bracket which is available from Cooler Master. That being said, the stock cooler should be enough already and you can use that instead before deciding on whether or not to replace it.

The included stock paste on both the 212 Evo and stock Wraith spire is fine and there's no need to get aftermarket paste.

Sickleflows are mediocre at best and unnecessary. The included stock case fans are enough for cooling already. If you want a bit more airflow, adding a rear exhaust would be plenty: https://pcpartpicker.com/product/M6vZxr/be-quiet-pure-wings-2-120-870-cfm-120mm-fan-bl039

The fan controller is also unnecessary. The motherboard fan headers should be enough and has good fan control options. You can still get it for looks but it's more of a hassle to use.

You might consider a slightly different build.

 

A newer generation Ryzen 5 cpu using its stock cooler.

 

A motherboard that has WiFi onboard.

 

PCPartPicker.com calculates the max stock draw at under 300W. A 450W psu is more than sufficient even allowing for overclocking.
