I highly doubt battery manufacturers would accept custom one-off orders. Most batteries consist off multiple 18650 cells. Your best bet is to buy these and then create a custom power and charging circuit.

You could "go" to the place where everything is made nowadays: China.

Business-to-business (whole-)sale websites like Alibaba.com have a massive amount of manufacturers that can provide you with in-stock parts, or build customized parts especially for you. For prototyping, you can also order samples.

Building a keyboard typically requires you to custom design the PCB and develop the firmware to suit what functionality you want out of it. Otherwise, you should get a COTS keyboard and hack it up to suit your needs.

 

Ditto with a lot of other peripherals. It might be better to go the Ben Heck route and buy COTS products, hack them up, and make them work for what you want rather than try to get manufacturers to build custom stuff for you because it will be pretty expensive to go that route. At least if you want something with reasonable quality.

you are talking about 18650's and you can buy them anywhere, just buy from reputable sources.

I am currently looking at buying over three hundred 18650's for a little e-motorcycle build I am doing.

 

Your requirements are low discharge, so perhaps 5A or under, and say 2.9Ah. I dont know if laptop manufacturers use a Battery Management System on their batteries, most likely they do. But your better off building it to a mass produced laptop battery charger like Dell, Acer, HP. I dont even know what voltages they use, 15V, 19V perhaps if I remember correctly. So you are talking like 5S and how ever long you want the battery charge to last. If I were you, I'd look into the 3 to 3.5Ah 18650's. Course you could go LiPo pouches which is probably what the thin laptops use, but that is not my wheelhouse, I got no clue on that end. There are people that scavange that stuff.
