Best monitor for the price

I am in need of a new monitor, this 720P 29" from 5 years ago isn't cutting it anymore. I can't stand to look at this because of the low resolution. So I have $120 and the need for a new monitor. I would like a 23" or so that's an IPS panel and LED backlit. But I can't seem to find a good one, does anyone have a good suggestion?
