you need to make an .iso and put it on the usb drive. that is all.

First get the iso of the operating system you want to install and then download unetbootin. Open unetbootin and open the iso(within unetbootin) then choose what flash drive  you want to install it on. It will do the rest on its own and when it is done it will  say complete. You now have a bootable flash drive.

do you have an iso on you pc if not you can rip the win 8 dvd using something like poweriso http://www.poweriso.com/tutorials/iso-maker.htm and then flash it onto the dvd drive by following this http://www.techanger.com/create-windows-8-bootable-usb/

In UltraISO you can go to Bootable >Write disk image

 

And select the USB drive, and it will create a bootable thumb drive. Unetbootin might also work, but ive had trouble with it on Windows ISOs in the past. UltraISO works every time though.

The only tool you should use - Rufus. Unless Linux/Mac, the Unetbootin.

 

Yup, use Rufus or UNetBootin for best results in the easiest way possible. If your USB drive is big enough (16GB+) you could even use UNetBootin to not only have a Windows installation USB, but also have a rescue USB loaded with offline Anti-Virus utilities, Hardware Diagnostics, and Linux OS's to test out.
