So here is my idea, which happens to be mildly silly, but here it is:

 

It's a distributed computing project, similar to F@H or Boinc, but anyone can submit jobs to the "queue"

How big the jobs you can submit are and what their priority is is determined by how much work you have done for the cloud in the past.

This is built around the idea that not everyone who's running the software will have a job in the queue all the time.

Basically I want people to occasionally need to offload something like media rendering or AI research but be running the computing program most of the time and be overall putting in more FLOPS than they're using. 

 

Disadvantages-

You'd need to find a way to ensure this wasn't being used nefariously for hash cracking or something similar.

The jobs you could submit would have to be very specific so they actually worked in a distributed format.

 

In retrospect, maybe this is dumb. Still, I want thoughts on it. Don't roast me too hard :P.
