I recently upgraded to i5 8600k on Asus z370 prime and gtx 1070 founder edition, now i need to upgrade my Psu from 450w evga to 650w or 750w Psu, any recommendation?

Also i would like to overclocking both Cpu and Gpu, maybe add another gtx 1070 for sli

450 watt is still enough for what you're running, even when slightly overclocked, if you plan on heavy OC'ing go for 550. and SLI is a waste of money as fewer and fewer games have support for it.

 

What's the model of your PSU though?

For one, 450W would be plenty for your system, but I assume you have a 450B which isn't a great unit.

 

Second, don't bother SLIing two 1070s. SLI in general is a dumb idea and to do it with two cards that aren't the top-end is just wasting money when you'd get better performance by selling your old 1070 and getting a 1080 Ti.

 

A Seasonic 550W Focus Plus Gold can often be found for pretty cheap and will do fine for your particular system with any dGPU and limitless OC.

The 80+ rating is for efficiency, nothing else. So you can have a crappy bronze rated PSU, a crappy gold rated PSU, a good bronze rated PSU or a good gold rated PSU etc. You have to check the unit in question.
