PC won't go to sleep or hibernate

LTSU

I've tried everything that I've been able to find online and nothing has worked for me so that's why I'm asking if anyone here has any idea on why my PC won't go to sleep.

Everything worked just fine until the latest big windows 10 update. After it my computer hasn't been able to go to sleep or hibernate and it's starting to get a little annoying... Basically what happens is as soon as fans stop spinning ang the pc is in sleep it turns back on and plays the sound that comes when you unplug something. After couple seconds (when it's back to the windows login screen) it makes the sound that plays when you connect a device. I have tried unpluggin everything except for mouse and it still does this!

So, any help would be very much appreciated since I'm plain out of ideas at this point.

Oh and by the way, windows can't even tell why it's unable to sleep:

I just checked event viewer and it tells that -USB Root Hub is what's waking the computer. But the question is what is that and how do I prevent it from waking the PC
