A friend of mine on a limited budget is building a computer by buying used parts from me and some other friends; Anyway I have a question. 

 

Can the Z97 platform with a Haswell Refresh CPU (Xeon E3-1231v3) use an NVME ssd as a boot drive? Specifically an M.2 one with a riser card? Because a while back I upgraded my own ssd (from a Samsung SM951 -> Samsung 950) so I still have the SM951 I'm debating selling him. If he can use it.

You need to do a BIOS mod to allow bootable NVMe on the 9-series platform, but it can be done. AHCI PCIe SSDs are no problem at all.
