Given that you have to take off the heatsink, yes.

 

Also, I wouldn't worry about replacing thermal compound unless you're having thermal issues that actually require a repaste. If there's nothing wrong with the card, don't void your warranty as something may happen later that requires a warranty fix.

Not if you live in the US so long as you don't break anything while doing it or use an electrically conductive or capacitive TIM
