I'd get the first PC, but I'd change the CPU to an 8400 and not get a Z series motherboard if it's cheaper, wherever you live.

Also I'd dump the PSU, because this wattage is overkill (even with adding a 1080ti wont push the whole system power draw past 450w) and 600w units are usually bad quality.

The all core turbo is like 3.8 tho
