Run afterburner and set it to show you at least CPU usage and GPU usage. If your GPU is constantly 99% and CPU most of the time is at least a bit lower, it's likely that you'll gain some performance by upgrading to a 1060. Keep in mind, the 3GB 1060 isn't actually the same card as the 6GB version, the 6GB version is around 10% faster. Still, both are great budget cards when priced reasonably.

 

If your CPU is pinned at 99% while gaming, the performance boost with an upgrade could possibly be none. It takes a few minutes to set up and download MSI afterburner and run it while gaming. So make sure to check this in at least some games you'll be playing.

But again, if it's you CPU that's lagging behind, upgrading your GPU won't help much (or at all).

Im about to upgrade my RX460 to a GTX 1060 i know it will bottleneck my AMD Athlon x4 860k but will it atleast improve my fps on games? im currently playing PUBG at 40fps will it atleast improve the fps to about 60-70?

Should improve it a bit I suppose. 60 - 70 sounds like a reasonable range for what I think you'd get given the CPU.

do what @chckovsky said. if your cpu is on full load, don't upgrade. upgrade the cpu first in that case. good luck :) also try getting the 6gb version. 3gb just isn't gonna be enough soon. 2gb isn't enough at ultra settings in many games for the 1050 @1080p so i really recommend going 6gb

i checked with afterburner my cpu load when playing pubg is about 80-95 when playing rainbow six siege its 80-100

If you get a _great_ deal now, it may be worth it even though it seems like you won't be able to fully utilize the upgrade until you upgrade your CPU as well. Maybe wait until 11-series Geforce cards come out. The 10-series will be heavily discounted by then, i bet.
