If you're okay with browsing a bit, Explaining Computers on YouTube does a lot of work with these types of things.

This video showcases a $9 computer, I think he's shown a few other cheap boards on the channel.

The CHIP computer was put out by Next Thing, a now defunct company that seems to have run away with the funds for the Voder project on Kickstarter (I know, because I pledged on that).  Or at least, they're defunct and there's no apparent way to get the funds back.  Any CHIP computer you buy will likely have no support unless the seller has their own support.

Interesting. I don't follow the single-board-computer space too closely, but I'll keep that in mind if something like this comes up again.

I am looking for a computer like a raspberry pi computer, but for less that $20 USD. It must have a HDMI output, ethernet, USB and audio output.

I am also looking for a small display that can connect with HDMI for under $20 USD.

your one and only choice for this price is the raspberry pi zero with ethernet extension or get the zero W and use wifi instead.

everything else is more expensive.
