1080TI low performance CS:GO

Hello. 

So I just got my new pc today, and so far liking it. Only just tried CSGO with a fps around 160-200. And it really should be a lot higher than that. Even my old pc did better. And my friend who has a 1060 - bought from the same place, have 400-500fps.

Even did a couple of launch settings, which helps the fps. And I believe I should be able to play ultra high settings with that rig. My CS:GO Launch options:
-console -novid -tickrate 128 -freq 144 -nod3d9ex -mat_queue_mode 2

Could it be something to do, with I play on 1440p 27 inch monitor? G-sync is off. The monitor is a Dell sg2716dg 144hz, 1ms monitor.

And yes I both tried with fps_max 0 and 999. All drivers a updated.

I know the i7-7820X isn´t only made for gaming. However it should perform a lot better than that. And I even think I get some frame drops here and then.

Perhaps the GPU isn't running in it's full power mode. I know for example when playing less demanding games the GPU won't boost or run at full power because it simply doesn't need to. Is there a way for you to force the GPU to run in it's maximum performance mode?

You have a 144Hz monitor; what are you worried about? Your monitor won’t even be able to go above 144 FPS anyway.

Well, but why is mine slower than my friends? Who has a far more poor system than I do. He has a 1080p 144hz. It´s just a matter of knowing that it can be pushed way further than it does. Seems like something is wrong.
