Hello

i got the delivery of Munich gtx strix 1070ti yesterday I installed the latest drivers and started playing rainbow six siege but there were stutters and lags my FPS rarely crossed 120 am lowest I got were 60 and 54 I have got more FPS on my 970 with the same settigns ,my question being does my cpu i5 6600k bottleneck my gtx 1070ti? It is not overclocked yet , and my mobo being a z270f strix

If you're getting worse performance than your GTX 970 then you might want to clean install your drivers. At worst, the 1070Ti should perform the same, not below.

 

But generally speaking, if your GPU isn't at 100% and your FPS isn't capped, you have a CPU bottleneck.

I don't think  is a CPU bottleneck

I never said the issue is a CPU bottleneck. Read the first part of my comment.

DDU in safe mode and reinstall your drivers fresh new.

 

The i5 6600K can potentially bottleneck a GTX 1070 Ti but not all that expressively and this is not the issue you have at hand here as it is under-performing more than it should which probably is as already stated above: likely drivers issue.
