You'd need to poke around your specific country. At least from my France example, this is probably the better way to go. Mostly because there is some good Z-series boards for quite cheap, while the good B450 boards aren't out yet for AMD. (There's also regional price differences, as AMD is normally better Price/Performance in the States than quite a few other places.)

It's the best general purpose for your exact price range, though I might also poke around the Cooler options a bit. But it also depends on where you can shop in your country, as the prices can be wildly different.

 

(The 8700 over the 8700k because you'd need to spend at least another 150 Euros to get any performance boost, then you'd need at least another 500 Euro in GPU to see anything extra out of it. The CPU will last you 5-6 years without much issue. )

Ryzen is a very good product. You're at the exact budget where the 8700 is the best Price/Performance for general use.

 

If you want to save some money, I can line out a 2600X build.

@SafeStrafe There's also the issue at the moment that it seems like there isn't a lot of X470 boards available in Europe, so the normal AMD Price/Performance savings aren't quite the same. Plus I don't want to set someone up to need to go through the BIOS update issues if they buy a B350 board without current compatibility. 

 

Thus, at the moment, given your budget, the i7-8700 is the best Price/Performance upgrade you can get, within the current market. That setup also lets you sell your current CPU+Mobo+RAM for something. (I imagine you can get >100 Euros for it, but your local market will dictate that. Or you can re-purpose it for something else.)
