X3430 overclocking troubles

A little help please, I am new to overclocking and I have an Intel Xeon X3430 and an Asrock H55M-LE, I've succesfull (I guess) overclocked it to 3.8Ghz from it's stock 2.4Ghz. now what seems to be the problem is that when I am at my BIOS, it says that the CPU is overclocked at 3.8Ghz, which is what I've set it to. But what I've noticed is that in Cinebench it is only reading it as 3.43Ghz. For Core Temp and CPU-Z, it is reading it at 3.4Ghz as well? What would be causing this? Is it normal? A little help for a newbie to overclocking please. Any help is much appreciated! Thanks and have a great day!

VRM overheating probably.

How would I be able to check? I know thermal cameras can, but I don't have any of those apparently

there could be thermal sensors on them, and you can read their data (if they exist) through HWinfo.

Like in Windows? The HW Monitors there? Is that what you mean?

The Windows app name is Hwinfo.
