It's mounted the right way, and i wish taking off that cooler and reinstalling was as easy as it sounds

35% load temp is a bad measure. The only temperature you should be looking at should be the temperature under 100% load. (Like with Intel Burn Test or something like that)

BabyPCMR, We kinda need some more information. I would suggest getting the idle temp for about 30mins, full load temp for about 30mins. Also, what are the fans RPM? Are they ramping up when under load? I second the advise of removing the cooler, cleaning, adding new paste, and reseatting it.

 

Definitely 60c at around 35% load (this should have if not the same, close to the temps of idle) is too much if your room is at 60F.
