AMD Legacy GPU Driver Issue With Windows 10

I am trying to install drivers for the Radeon HD 3450 onto a 64-bit windows 10 system. There are no special drivers for windows 10 so I installed windows 8 drivers in compatibility mode. When I install it states that the installation is successful although it does not appear in device manager and only installs the AMD Catalyst software. What can I do to make the drivers work with this system?
