The Time of my pc slows down Please Help

If i Overclock my Cpu to over 4ghz suddenly the whole time of the pc Slows down and Games run smoothly but Slower. The system is Very stable and i can even run Aida 64 no problem and most important no crash. But the Task Manager is Also Messed Up even if the cpu is at full load it only displays right around 36% usage.

My Pc

Operating System: Windows 10 Education 64bit Version:1709

Cpu: ryzen 1600 Hyperthreading Dissabled

Gpu: Gtx 1060 6gb Founders Edition

Mainboard: Asus ROG strix B350-f

Psu: Coolermaster B500 Ver.2

Ram: 16gb Dual channel crucial 2400mhz DDR4 udimm

 

I can't Find anythig what would help in the net and have no idea what is going on.

So if you have a clue pleas let me Know.

its clearly a bad overclock, just add more voltage if u can or dial back the frequency to 3.9 ghz

 

not all r5 1600's can hit 4ghz just so you know

over 4GHz on a 1600 ye not gone happen or you one add a nuclear sub tafus  next to it.

The problem is i had it working and most importantly stable at about 4.5ghz

(I know sounds unreal but worked)

I was like gread total win in silicone lottery and even dialed it back to make it cooler but one day it just happened to not work anymore
