Yes the Ryzen 5 1400 is a like an i7 2700K which is really old quadcore and the Vega 64 is currently AMD's highest and newest possible end.

 

You can re-use your ram with Intel just fine, you could get a ryzen 7 2700 depending on your motherboard and overclock it to have near i7 4790K single thread performance which would be more appropriated to your GPU but if you really feel like trying Intel I highly suggest you to grab either a more cost-benefit build with an locked i7 8700 or go all in with the i7 8700K as it'll be worth in the long run and give you all further feeling of an actual upgrade.

Not sure if the 4.8-5GHz hitting 2700k is a good comparison to a 1400

Should clarify I was talking about it at stock settings :P And the 1400 overclocked to at least 3.9
