Broken Task Manager

I wouldn't care about task manager readings. Concentrate on getting software/games working. Task manager is just good for finding out misbehaving processes and killing them.

My task manager is broke I loaded HWMonitor and my cpu was 1% to 3% idle but on task manager it said 13% to 15%.

 

Then I loaded Rise of the tomb raider Ultra 3840x2160 MSAA X4 and got 27/32 FPS not playable for me but testing if it works.

 

Windows task manager said my cpu was 85% and my GPU was 25% now if that were true I would have a major bottleneck but HWM said my GPU was at 100% and CPU was at 23%.

 

How can I fix task manager?

my system

CPU: i7 8700k @5.0ghz

GPU: EVGA GTX 1080 ti SC Black

Ram: G-Skill trident z rgb 16gb 3000mhz

Motherboard: Asus ROG Gaming G Z370

SSD: Samsung 960 evo 250gb

SSHS: Seagate Firecuda 2TB

HDD: 1TB WD Blue

OS: Windows 10 pro (Genuine)

That's too bad because half the people here will tell you to DDU in safe mode and reinstall those gpu drivers fresh new and test heaven or superposition with msi afterburner logging every thing so we really know what gives
