Low Performance for High Performance Gaming Laptop I tried everything no idea what to do.

I got a new msi gaming laptop a few months ago its got a i7-7700hq gtx 1070 16gb ram 120hz display a couple weeks ago I started to notice when I ran any game I was getting a stable 40fps never went higher or lower. I run all my games at 1080p and I thought why am I only achieving 40fps on all my games no matter what game it was so I updated my drivers and windows version was the latest and made sure all my drivers where up to date and so I updated my gpu drivers from ge experience and my performance came back I was getting at least 60fps on all my games and everything was fine then I restarted my computer and after I restarted my computer I was getting the stable 40fps issue again so I reinstalled my gpu drivers and the performance came back to normal but as soon as I restarted my computer it would revert back to the 40fps. I didn't know what to do I installed older driver versions for my gpu and got the same result after I restarted my computer. So I then backup all my files and reinstalled windows and did a clean install and now whenever I run anything Im getting 30-50fps on all my games and I haven't been able to achieve 60. I made sure I was on high performance power option in control panel I went into nvidia settings and selected high performance gpu and like when I was running Rust I was getting 40fps in 1080p high settings not ultra and idk what to do. I also ran the benchmark on far cry primal and had task manager open on another display to see the usage and I was achieving 30-40fps and my cpu usage was in the 60-70% usage range and same with my cpu I wouldn't expect a gtx 1070 to be using 70% usage and only be able to push 40fps at 1080p

Are you sure you're at 1080p? Have you run Firestrike, I'd give that a shot and see what score you get.

I’ll run Firestrike and see what score I get but I tried the valley benchmark and was getting in the 30-40 FPS at 1080p ultra and I ran far cry primal without being connected to my display and got 30-40fps and in my power options I have the profile set to high performance

Just did a 3DMark Fire mark Test and I got a score of 12696

I got between 70C at the beginning and at the end the highest I got was 94C
