the pc is in over voltage protection mode

unplug psu and remove battery and let set for 6-24 hours.

ensure the cpu cooler is plugged securely into it's header

also remove everything but cpu psu mobo ram after you waited and try booting. if it stays on install 1 item at a time starting with video card.

Or you can try

Try clearing the Cmos ( bios changes )  Look in owner manual

Page 12 give the location of the jumper

Page 17 give the procedure

What StressMaster said is very possible

Could this be from handeling the motherboard with out a static band?

that is about a 5% chance but extremely unlikely.

remove mobo and place on cardboard box and try it than

by removing the mobo out of case and placing on cardboard[box?] you are showing that you have no shorts due to bad contacts to case.

however do the psu unplug and remove battery for at least 1 hour. some motherboards take longer to fully drain of power but most don't. than while on box try to start it.

If you don't get a start the mobo and cpu r toast. don't put a new cpu in that mobo and don't put that cpu in a new mobo. you will prob fry them. safest is jsut get both replaced

Ive got it to boot in to the BIOS, and i can change all the setting and then i save and exit and it just goes into a boot loop (turns on for a few seconds with no display output and then restarts).

Any ideas??
