Check to see if your router supports ddwrt or a similar open source router firmware.

 

Why exactly do you need QOS?

Well i dont wanna Flash the router to a new bios thats the issue and Just trying to set rules so bandwidth hogs can be not be allowed to hog anymore

If its not included in the firmware then your screwed. Also, if its an ISP supplied box you most likely cant flash it with any firmware.
