iPhone 4 Locked out

G'day

I have an iPhone 4 which was given to me which has an apple id and findmyiphone still active.

I cannot contact the person who has the id and findmyiphone and I cant start the phone without it.

I am wondering if there is someway, anyway I can remove the id or reinstall something with some computer program or somthing

can I jailbreak it and tamper with something there?
