If you can run a stress test like AIDA64 or Prime95 and it goes over say 100C without apparently thermal throttling, there's a measurement issue. If it hits 90C and starts to thermal throttle, there's something wrong with the cooler or how you installed it.

ran prime 95 and the highest temperature was 85 after 5 mins no throttleing tho its a nice cooler but its high for idel

85C seems high for a 360mm water cooler, especially after 5 minutes.

I would double check the installation was done properly. A first test I do is to firmly press the cooler against the CPU and see if temperatures start dropping.
