Fastest is the 7980XE for most scenarios.

What is your budget? The absolute fastest could end up being twice the cost of something that is only 10% slower.
If you give us a budget for the entire system we can work out what will give you the best 'bang for buck'.

CPU: Intel i7 6700k  | Motherboard: Gigabyte Z170x Gaming 5 | RAM: 2x16GB 3000MHz Corsair Vengeance LPX | GPU: Gigabyte Aorus GTX 1080ti | PSU: Corsair RM750x (2018) | Case: BeQuiet SilentBase 800 | Cooler: Arctic Freezer 34 eSports | SSD: Samsung 970 Evo 500GB + Samsung 840 500GB + Crucial MX500 2TB | Monitor: Acer Predator XB271HU + Samsung BX2450

you could go for the top of the line I9 if you really want the very best, but Threadripper should give you a nice bang for the buck. especially the 1950X when compared to the 7890XE should be a good option.

GPUs equalize CPUs for the most part

Just give him an R7 2700X with a mid ranged GPU and he'll be fine.

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

Thank you all for replying so fast to my question. I just wanted to let you know that Yes I do have a budget of close to 2500 for this build and I've taken a liking to the Ryzen 7 2700x and will definitely get a mid range GPU like you said. Again thanks to you all

Should use that budget on a decent 4k monitor if he doesn't have one already

Although if you don't want a monitor I can tell you that threadripper is fun to own regardless.

That one might not be the best exactly, but it's a 4k display that requires no scaling anyways.

With that kind of budget you might as well just get a 1070ti

Streetguru's done a good list, though I will add in that if you are planning on doing a lot of 4k content then 2TB HDD may fill up pretty quickly if you're keeping local copies of the content. Might be worth considering in to the budget the cost of additional storage - assuming of course you don't already have a NAS or other storage system in place.
If you have an idea of the content you'll be working with then you should be able to roughly estimate your storage requirements. Thankfully HDDs are easily added later so this may not need to be much of a concern in the immediate, but still something to keep in mind.
