I have a friend in audio production whose apple laptop is showing its age. He wants to get another laptop and has to have 1 thunderbolt port. He's not wanting anything too expensive. Are there any cheaper laptops that have a type c thunderbolt?

I don't really know that those exsist, TB seems to be an at least semi-premium feature. Just be aware that some thunderbolt 1/2 audio devices don't work seamlessly with adapters and Windows. Thunderbolt didn't really seem to go mainstream before TB3.

One example: https://support.focusrite.com/hc/en-gb/articles/207355215-Clarett-Windows-Compatibility

Which audio interface is he using? And how old is his mac really? If it's older than 2013/2014 (I don't remember excactly) he may be able to upgrade certain components in it, actually.

Main rig: i7 8086K // EVGA Z370 Micro // 16GB Gskill TridentZ 3200Mhz CL14 // Sapphire Pulse RX 7800XT// a variety of noctua cooling // Corsair RM750x v2 //  Fractal Meshify C

Secondary rig: R5 3600 // MSI B450i Gaming Plus // 16GB Gskill FlareX 3200CL14 // MSI GTX 1080ti Gaming X // Cooler Master V650 // Fractal Meshify C

Audio setup: Audient iD4 // Adam A7X // Sennheiser HD 650 // Sennheiser HD 25-II // Audio Technica M50x // Sennheiser Momentum 4

Universal Audio, 2012 dual core i5. He's replaced the HDD with a SSD and upgraded to 16 GB ram, but now it's starting to slow down real bad. Whenever he remembers to bring it to me I will check and see if a good cleaning does it, but i'm guessing it's just the CPU showing it's age, might he be able to upgrade the processor?
