Windows based GIF creator

Does anyone know of a good GIF creator for Windows? I use and love Gif Brewery 3 but that is only available on the Mac. 

 

(preferable free)

Does it have to be gif, or are you OK with WebM?

If you're OK with WebM then I recommend "WebM for Retards".

 

If you need gif support then I have heard good things about Giffing Tool.

 

GIMP or Photoshop if you want more advanced features.
