Chrome "Clean up Computer" tool always on

I just recently noticed my cpu and disk usage much higher on idle 

Task Manager showed it was Chrome "Software Reporter Tool"

I always disabled chrome from running background apps and tasks  and once i found the setting for this in the advanced settings menu i turned it off

BUT this damn tool keeps turning itself on every time i open the browser


Does anyone know how to permanently disable this?  (Screenshots below)
