It would be best to double check with Primochill themselves, but on the product page nothing is specifically listed. Since it's a dye I'm therefore going to say no.

Add a silver kill coil (if there is no nickel in your loop) or some PT Nuke or other type of biocide.

It's only a colored dye with no further additives, I would recommend to get a clear concentrate and dye it as needed if you are making a custom color.
