Hey, i am looking to buy this laptop for school

I live in Europe under 650 euros is my budget. Don't have special requirements

Your budget is quite low. Consider used/refurbished business laptops or bumping up your budget if you prefer new.

But can I buy a laptop with a 1050 4gb and a i5 HQ processor for Cad

Like which model? 7300HQ is slower than 8250U.

Just get a used workstation laptop with Quadro GPU. Your budget is really low.
