Yes, as long as it is DDR4 RAM is will be fine. If you haven't already purchased the RAM for the build, you may want to consider instead getting 2x8GB sticks, that way you have empty slots that can allow for easy upgrade later on. 16GB should be plenty unless you are doing resource intensive tasks (Linus level chrome tabs open), so if you already have the 4x4GB sticks then you'll be fine using them.

If you mean 4 sticks of 4GB DDR4, then yes. The only outstanding issue is compatibility with those specific sticks as Ryzen is very picky when it comes to memory.
